| Notes

A site control effect for flood insurance is inherently tricky, given that sites cannot be controlled until neither player is there. We went through numerous iterations of this card before landing on it being an artifact with a two step approach that capitalised on early flooding for the sake controlling sites later. What has emerged with this card however is that the mid-game dynamic is dramatically easier to pull off than the other flood insurance cards. All of the others still trigger off of 18 twilight in region two, but require the card to be in hand, where Ritual Oath sits in the support area permanently, waiting for the twilight. The net effect of this is that against anything but site control, the free peoples player really only has to be worried about flood insurance in the moves from 1 to 2 and 2 to 3. Thereafter it's a long shot. But for a site control deck the very real threat of 18 twilight remains all the way through site 6, and except for in a very lean deck, 18 twilight is all but guaranteed in the move from 4 to 5. This also allows shadow players to sit back and constantly dare the free people player to go again all the way to site 6. This is particularly brutal in Dunland who can so easily recur Elders with Constantly Threatening or Ready to Fall: the shadow player sits back, playing their cheap conditions and Hides while freely discarding their minions until the FP floods or double moves. This also gives that player a significant Free People advantage, they can run ahead or move slowly knowing their opponent isn't likely to double move. To remedy this, the requirement for getting the token in region 2 is being raised to (25) twilight. This should put it back on par with the other flood control devices and require Dunland to work a little harder during the midgame.
